God came to reconcile all things unto himself

Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you.

Matthew 7:7 KJV

Those who seek will find.

No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.

John 6:44‭- KJV

They will not come to Jesus, or seek Him, unless they are drawn by the Father, or called.

For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

John 3:16 KJV

God loved the world, therefore He is calling all of them unto Himself, that whosoever may answer the call should have eternal life.

And he is the head of the body, the church: who is the beginning, the firstborn from the dead; that in all things he might have the preeminence. For it pleased the Father that in him should all fulness dwell; and, having made peace through the blood of his cross, by him to reconcile all things unto himself; by him, I say, whether they be things in earth, or things in heaven.

Colossians 1:18‭-‬20 KJV

He came to reconcile all things to Himself.  All people are capable of going to heaven, though not all choose it.

All are called and few receive it. Many are called, but few are chosen.

And when the king came in to see the guests, he saw there a man which had not on a wedding garment: and he saith unto him, Friend, how camest thou in hither not having a wedding garment? And he was speechless. Then said the king to the servants, Bind him hand and foot, and take him away, and cast him into outer darkness; there shall be weeping and gnashing of teeth. For many are called, but few are chosen.

Matthew 22:11‭-‬14 KJV

All are called and few receive it. Many are called, but few are chosen.

When we choose to receive the Holy Spirit, He chooses us. We are only made righteous by the sacrifice of the Lamb of God. Therefore all other choices aren't substantive: when we receive the Holy Spirit we are forgiven. He will lead us into all righteousness.

While I was with them in the world, I kept them in thy name: those that thou gavest me I have kept, and none of them is lost, but the son of perdition; that the scripture might be fulfilled.

John 17:12 KJV

He is not lost because God let him go, he was called unto God and still rejected Him. At the moment he was called, he had already closed his heart to the Truth completely. Though the Lord called him, he rejected the voice of the Lord. We have the power to obey or disobey God, as shown by Judas' actions in His very presence. God knew his heart ahead of time, and though He called him, He knew he would not repent because he had already closed his heart to the Truth.
